SPCC Plan
Spill Prevention, Control & Countermeasure
The Spill Prevention, Control, and Countermeasure applies to any facility that stores, transfers, uses, or consumes oil or oil products, facilities that store more than 1,320 U.S. gallons in total of all aboveground containers or more than 42,000 gallons in completely buried containers, or facilities that could reasonably be expected to discharge oil to navigable waters of the U.S. or adjoining shorelines. In 2011, the rule was streamlined and facilities with smaller oil storage capacity can prepare and self-certify the SPCC plan instead of having a professional engineer certify it.
A qualified facility should have 10,000 gallons or less of aboveground oil storage, have not had a single discharge or oil to waters exceeding 1,000 gallons, or two discharges exceeding 42 gallons within any 12-month period. If the facility is in compliance with these standards and has no individual aboveground oil containers greater than 5,000 gallons, it is a Tier I facility. If it has individual aboveground oil containers greater than 5,000 gallons, it is classified as a tier II facility.
