Chemical Compliance Services

The Emergency Planning and Community Right-to-Know Act, also known as EPCRA, was created in 1986 to help the community plan for chemical emergencies that might happen. Chemical emergencies became a concern when there an accidental release of methylisocyanate in India in 1984. This release led to over 2000 people being killed or injured. With that in mind, the EPCRA requires emergency planning and gives the community reports on hazardous and toxic chemicals.

The EPCRA was update in 2018, in which it required the state and tribal emergency response to notify the applicable agency of any releases and provide water systems with hazardous chemical inventory data. Furthermore, the EPCRA requires the facility to submit annual reports of hazardous chemical inventory and Toxic Release Inventory to the state, regulators, and the U.S. Environmental Protection Agency.

Chemical Inventory Report

The EPCRA requires the operator of the facility to submit a hazardous chemical inventory to their State Emergency Response Commission, Local Emergency Planning Committee, and local fire department. The main purpose of this is to provide state, local officials, and the community specific information on potential hazards.

Toxic Release Inventory Report

The TRI is an annual report that must be submitted by facilities that manufacture, process or otherwise use toxic chemical specified by the EPCRA. This report is an annual summary of the facility’s air, water, and waste releases that are made available to the public. This report tracks toxic chemicals that can pose a threat to human health and the environment.
