Phase I vs. Phase II Environmental Site Assessment

Understanding the Difference

If you are buying, financing, or developing property, you have probably heard the terms Phase I ESA and Phase II ESA. Both are tools for evaluating environmental risk, but they serve very different purposes — and one does not always lead to the other.

Here is a clear breakdown of what each assessment involves, when you need them, and what they cost.

Phase I ESA: Identifying Potential Risk

A Phase I Environmental Site Assessment is a non-intrusive investigation. No soil is dug, no water is sampled, and no drilling takes place. Instead, the assessment evaluates the property’s environmental condition through four main activities:

Records review — Historical aerial photographs, Sanborn fire insurance maps, regulatory database searches, and environmental agency records are reviewed to understand what has happened on and near the property over time.

Site inspection — A physical walkthrough to observe current conditions and identify visible signs of potential contamination such as stained soil, abandoned drums, or evidence of underground storage tanks.

Interviews — Conversations with current and past property owners, occupants, and local officials to gather firsthand knowledge of the property’s history.

Report — A detailed report documenting findings and identifying any Recognized Environmental Conditions (RECs) — conditions that may indicate past or present contamination.

Phase I ESAs are conducted in accordance with ASTM E1527-21 standards and are the standard requirement for establishing innocent landowner protection under CERCLA. Most commercial lenders require a Phase I ESA before approving financing.

Phase II ESA: Confirming Whether Contamination Exists

A Phase II ESA picks up where the Phase I leaves off. It is a hands-on, sampling-based investigation performed when the Phase I identifies potential environmental concerns that need to be confirmed or ruled out.

A Phase II typically involves soil sampling, groundwater monitoring well installation and sampling, soil vapor surveys, laboratory analysis, and a detailed report with findings and recommendations. The scope of a Phase II varies depending on what the Phase I identified. A site with a single former underground storage tank may only require a few soil borings, while a property with a long industrial history could require a more extensive investigation.

Not every Phase I ESA leads to a Phase II. In many cases, the Phase I finds no RECs and the transaction proceeds without further investigation.

  • Typically takes 4 to 8 weeks depending on scope and lab turnaround
  • Cost: $5,000 to $25,000+ depending on investigation scope

When Is a Phase II ESA Needed?

A Phase II is typically recommended when the Phase I identifies evidence of historical spills or releases, current or former underground storage tanks, past industrial or manufacturing operations, stained soils or chemical odors observed during the site inspection, or nearby contaminated sites that may have affected the property.
